Our Law Enforcement Background Investigation Expertise

ProFirst Training background investigators conduct hundreds of comprehensive police pre-employment background investigations every year, as well as police chief executive recruitments, civilian and communications center personnel background investigations, and other pubic safety background investigations. in 2023, we were also contracted by the Philadelphia Police Department to provide background investigation consulting services, and by the Cleveland (OH) Police Department to assist with DOJ consent decree compliance by providing background investigation training to their personnel. We also had the honor of providing in-service training for the New Jersey State Patrol and Prince William County, and to representatives from The National Institutes of Health Police Department, the Joint Warfare Analysis Center Police Department, as well as Homeland Security and several Virginia and Texas training academies.

Meet Our Team

John Pallas
John Pallas is a 29-year law enforcement veteran who served as a Deputy Chief of Police for the law enforcement division of the State of Tennessee Alcoholic Beverage Commission. In that role, John supervised command staff, oversaw the professional standards unit and served as the public information officer and director of training.
He also has more than two decades of service in California in various capacities, including Vice Detective, Narcotics Task Force Investigator and F.T.O. and Reserve Program Coordinator. John managed a high-profile task force team of investigators comprised of FBI, DEA, IRS agents, as well as state and city law enforcement officers and managed a wire and email intercept room. John has over 8,000 hours of training experience and is a certified training instructor through POST in California and the Los Angeles County Office of Education.

Amara Arnold
Investigations Manager /Training
Amara is a certified CVSA examinerbackground investigator who recently retired after almost two decades in law enforcement. She has the distinguished honor of being the first ever appointed detective for the Colorado School of Mines, and prior to that she attended the Federal Law Enforcement Training Center and was a Tribal Ranger who assisted local and federal agencies tracking felons and escapees through rural and heavily forested areas.

Bobbi Dawkins
Investigations
Manager / Consulting
Bobbi has over 18 years of law enforcement experience, including overseeing recruitment and background investigations, working internal affairs, FTO and as a patrol sergeant. Bobbi is a certified public safety background investigator and currently conducts sworn and civilian background investigations for ProFirst Training, as well as fire department and executive-level government personnel backgrounds

Kathleen Evelly
Senior Investigator
Kathleen is a 26-year NYPD veteran who worked narcotics, investigations, and hostage negations. Kathleen has been conducting police background
investigations for ProFirst Training and Consulting, and she has an excellent reputation for deception detection, forensic interviews, and interacting with command staff and internal affairs representatives while conducting lateral background investigations

Heather Comstock
Senior Investigator
Heather served nine years in the Air Force reserves before becoming a police officer. As a 22-year veteran in law enforcement, including the last 12 as a sergeant. Heather Comstock is one of ProFirst Training and Consulting's senior investigators. Heather usually handles our complex investigations which require extensive deconfliction to ensure a comprehensive investigation so that command staff can make a well informed hiring decision.
Administrative and Support Staff
ProFirst Training and Consulting employs an office manager and support staff who manage daily operations and provide support to the investigators and to management. Our staff is available during business hours, and the investigators will be available 24 hours a day.
